Rabbi Manes Kogan was born in Buenos Aires, Argentina. He received his rabbinical ordination from the Seminario Rabínico Latinoamericano in Buenos Aires. Rabbi Kogan serves as the spiritual leader of Hillcrest Jewish Center, in Fresh Meadows, New York. Hillcrest Jewish Center is a traditional, egalitarian and participatory congregation, serving 275 families in Eastern Queens.

Rabbi Kogan is married to Silvia Surazski Kogan, and he is the proud father of Daniela, Ilan, and Abby.
